The vote for Contingencies was unexpended to this extent.

The Office of 2nd Clerk having become vacant by the death of Mr. Barnicott, a Temporary Clerk was employed at a reduced Salary. One-half of the Salary of the lnterpreter Mr. Tonnochy was also saved during his absence, and the Contingencies votes were unexpended to the extent of $158.13.

This has been occasioned by the non-appointment of a 3rd Clerk, und a decrease in the

Expenditure for Contingencies and Commission to the Auctioneer.

This increase was caused by a payment in 1870 of the Stationery shipped from England in 1869. The vote for Contingencies was not expended.

There was a decrease of $4,080.74 in the payment for Salaries, the Assistant Surveyor General having drawn but half, and the Draftsman having only arrived in August. The votes for Rent and Allowance were also partially saved.

The Expenditure for the Conveyance of Mails was below the votes.

The employment of an extra Chinese Clerk and of a Chinese Writer having been discontinued, there was a saving in such respect. The increased Salary to the Registrar General not having been issued until the 1st of August, there was also a saving under this vote. This increase was caused by unexpected repairs to the Powder Hulk and to excess in provision

made for the maintenance of the S.S. Fictoria.

No adhesive Stamps having been required or supplied in 1870, there was a saving of the entire

vote for Contingencies in this Department.

The duties of Clerk of the Supreme Court and Clerk of Summary Court were discharged by one Officer at $1,920 per annum in heu of 2 at $1,440 per annum each. There were also savings in the votes for Contingencies and Administration of Justice.

This decrease was occasioned by small savings in Salaries, Contingencies, and Rent. There was an increase of $3,400.52 in the Department for Provisions, Medicines, and Medical Comforts, but it was covered by savings in the votes for the Salaries of the Colonial, Surgeon, the Superintendent, and the Inspectors of Brothels.

The Offices of 3rd and 4th Clerk and of Hindostanee Interpreter were not filled up. Also one-

half of Mr. Goodlake's Salary was undrawa during his absence.

The Force having been below its authorized strength, there was a saving to the full extent here

shown.

The vote for the maintenance of Prisoners proved in excess of the requirements of the service. The working staff of the Department was below its authorized strength and no Salary was drawn

by the 2nd Assistant Superintendent.

The Pension to Mr. E. R. Mitchell ceased on the 8th July. The Provision for Gratuities was

also over estimated. The vote for Charitable Allowances was also in excess of the requirements.

No Provision having been made on the Estimate for the passages of Messrs. Dukes and Rice,

this increase was necessitated. Many of the works provided for on the Estimate were not commenced or carried out to comple- tion. Such as the Showkewan Police Station and Central Police Station in the former category, and the Public Gardens and the Central Market in the latter.

The Expenditure on the Praya was in excess of the vote by $810.54, but in respect to each of

the other branches of outlay, the saving was considerable.

The Provision made for the purchase of Mr. Duddell's lot was in excess of the sum paid to him.

The legal expenses, however, in England have yet to be provided for in 1871.

This arose from variations in the rate of Exchange.
